Job Purpose

This role entails overseeing the financial and administrative operations of GO4IMPact project, ensuring the compliance to statutory, SDC, and WaterAid global standards. Responsibilities include supporting the Team Lead and project team in project financial matters, facilitating procurement and logistics for project execution, verifying project payments, organizing capacity building efforts for team and partner NGOs to comply with donor requirements, and monitoring partner financial performance. As a member of WaterAid's admin and finance team, this role will also contribute to WaterAid's core functions.

Key Responsibilities

Budget Management • Revise the project budget as per donor agreement, general terms and condition and special provision • Assist Team leader in revising the part 4 budget following the donor conditions • Review partner budget in compliance with donor’s guideline. • Assist Team Leader in preparing Yearly Plan of Operation (YPO) following prescribed template • Prepare TAPP budget by mapping the project budget in to TAPP budget codes and format • Prepare annual level 3 budget and operational budget and budget revision following WaterAid internal budgeting guideline Treasury and Fund Management • Ensure the project payments through proper review and entry in SUN system • Ensure accuracy of reviews and postings made by supervisees for all vendor/service providers (Consultant/TA firm) invoices, participant payments, staff advances etc • Prepare realistic monthly cash forecast. • Manage fund including cash and bank • Manage fund transfers to the partners from WAB • Review payroll and transfer salary to staff bank account • Ensure fair application of the WAB policies and Accounting and Restricted income software • Ensure offshore entry into SUN System • Preparation of invoice and grant income posting Financial reporting • Prepare half yearly and annual operational report along with SoA following the donor agreement and special provision to the agreement • Prepare monthly project financial report and share with project concerns for their review and comments • Review monthly budget vs actual, identify the over/underspent and share with Team lead/deputy team lead • Prepare periodical expenditure analysis (budget vs. actual) in LC and donor currency by funding source (T5), and by project • Projects financial reports are prepared for completeness, accuracy and conformance with donor guideline before submission to supervisor. • Update exchange rate gain/loss monitoring tools for restricted projects • Support to team members on month-end, quarter-end, year-end reporting • Ensure that month and year-end accounting activities are done accurately and in compliance with ABC policies and procedures • Ensure staff cost recovery done based on staff time sheet system including overhead cost • Oversee the grants contractual compliances including funds management, currency movement, reporting etc. Partnership Management: • Review the partner agreement and budget also revised budget and amendment of agreement in line with approved allocation/donor budget. • Review LoI to partner and follow up FD6 and FD2 submission/approval/TAPP arrangement • Review partner fund request critically, coordinate with TL/DTL to place the fund request • Review partners liquidation statement, budget variance report & other reports of month end returns • Record partner liquidation into SUN system and prepare check list • Review the budget variance report and flagging the activities not on track/poorly budgeted with the respective TL/DTL, monitor project expenditure, identify the areas of under/over expenditure and share with supervisor • Identify the gap/weakness in the monthly return & provide feedback & solution instantly to partner • Conduct financial monitoring visit to partner NGOs and prepare report on the visit • Follow up visit report response from partners and arrange wrap up meeting as applicable. • Identify training needs for partner finance staff, arrange training and facilitate session. • Assess partners financial system and identify the area of improvement • Participate in the interview board for recruitment and partner accountant General Administration and Logistics • Review CS as a part of the member of procumbent committee, review notes for record, attend in the negotiation meeting with vendor • Manage all office facilities; • Manage the vehicles and travel; • Provide administrative support to management and project team; • Manage relationships with all suppliers as required; People Management and Leadership: • Manage project finance and admin team (2-3 members) including their job review, rotation, performance appraisal and professional development. • Provide on-the-job training and mentoring to admin and finance staff. • Communicate with project members on financial issues, guide as and when necessary • Assist in reviewing WAB administrative and financial manual, policies and guideline • Represent any meeting in and outside the office assigned by line manager • Bring innovation in financial management; make finance friendly and accessible to non-finance colleagues Safeguarding responsibility: • Read and understand on safeguarding policy. • Have to be ensure that both staff and those we work with are treated with dignity and respect • Safeguarding issues should report it immediately to Safeguarding Focal Point, or line manager

Requisite qualifications, experience, and attributes

Education and Experience: • Master’s in Accounting/Finance/Management/MBA with CA Course Completed/ partly or qualified CA/CMA/ACCA. • At least 07 years demonstrated experience in a donor funded reputed national or International NGO of which minimum 03 (three) years in the managerial position. In case of good academic or professional background, this may be relaxed. • Must have proven experience in managing local NGOs/partners as well as multiple donors. • Familiar with govt rules and regulations including NGOAB and NBR. • Demonstrated expertise in grants, partnership and treasury management. Skills: • Proficient in handling Accounting software preferably SUN systems • Good report writing skill with knowledge of MS Excel/Word/Power point. • Facilitation, strong interpersonal and communication skills • Practical experience in generating and analyzing software based financial reports Competencies: • Must be a team player with mutual trust and understanding in a mixed team • Courage for multi-tasking ability to produce results individually or through teamwork within tight deadlines • Capable to work under pressure, juggling with pooping priorities and meet deadlines • Good leadership qualities, team building spirit and problem-solving skills; able to draw confidence and support from others. • High level of pro-activeness and creativity, positive attitude and ability to work independently with minimal supervision

Salary & Benefits

Monthly gross salary BDT 127,163/- flexible for deserving candidate corresponding to higher credentials. In addition provident fund, gratuity, festival bonus, leave encashment, life insurance for self, combined health insurance for self, spouse and children, cell phone allowances etc as per policy provision.

Travel

Willingness to travel to remote areas of Bangladesh is required; 15 to 20% time should be dedicated to travels.
